Author Biography

Early Life and Education

Todt Royer was born on February 25, 1969, in Thiotte, Haiti, to Yvonne Royer and Mercilien Clément, both deceased. He attended primary school in Thiotte and then moved to Port-au-Prince to pursue his secondary education at Collège Mixte Pierre Sully, where he earned his two baccalaureate degrees in 1988 and 1989.

Career in Cinematography and Community Development

In 1990, he studied cinematography at the Polycarpe Video Studio in Pétion-Ville. This career led him to the Northwest region of Haiti, where he worked for three years in the field of popular education through video under the auspices of two non-governmental organizations: Oxfam and Child Care Haiti.

 

In Mare-Rouge, a district of Môle Saint-Nicolas, he founded the Collège Mixte Père de Monfort in 1991 and the Lycée Dorsainvil in 1993, with the support of Father Burnet Cherisol and former senator Melius Hyppolite. Between 1991 and 2003, he worked as a mathematics and physics teacher in various institutions, including the Collège Mixte Père de Monfort, the Lycée Dorsainvil, the École Jean XXIII de Thiotte, the Lycée National de Thiotte, and other private schools.

 

He is also one of the founders of Radio Sacré-Cœur de Thiotte, where he hosted radio programs focusing on civic rights and responsibilities until 2002.

Technical Expertise in Electronics and Sound Engineering

While studying at EDUCATEL, he obtained a diploma in Hi-Fi Radio/TV engineering in 1994. This qualification allowed him to work in electronics and sound systems for several companies in Port-au-Prince, including:

 

  • GP SOUND as maintenance manager.
  • Alpha Communications Network (ACN) as Director of Teleportation and Surveillance.
  • Music of the Antilles as a sound engineer.
  • And with many musical groups for more than 15 years.

Legal Education and Professional Practice

Seeking a career change, he began studying law, obtaining his law degree in 2012 from the State University of Haiti after successfully defending his final thesis.

 

In 2013, he joined the Croix-des-Bouquets Bar and completed his internship to become a licensed lawyer. Since then, he has been actively practicing as a member of the Bar.

 

To further his legal expertise, he enrolled in 2013 in a joint degree program at the Madison International Institute and Business School (MIIBS) in Delaware, USA, in partnership with the Haitian Renaissance University (URH), where he obtained a master’s degree in international humanitarian law in 2015, followed by a doctorate in the same field in 2019.

Academic Contributions and Publications

Dr. Todt Royer, a writer with five published books, now teaches law at the undergraduate, graduate, and doctoral levels in Haiti. He also supervises students at the University for Sustainable Development of Central Africa (UDDAC), the Haitian Renaissance University, and the Autonomous Francophone Faculty of International Management in France, and teaches Law and Ethics at the Croix-des-Bouquets Bar School. A committed legal researcher, he has published numerous articles on law, the rule of law, political governance, and human rights.
